About the Virus

The 2019 novel coronavirus (COVID-19), commonly known as a coronavirus, is a virus identified as the cause of an outbreak of respiratory illness. Common symptoms include fever, cough, and shortness of breath. The CDC believes that symptoms may appear in as few as two days or up to 14 days after exposure.

American Rescue Plan (ARP)

Elmira College signed and returned to the US Department of Education the Certification and Agreement for Emergency Financial Aid Grants to Students under the American Rescue Plan (ARP).  Approval for federal funding was authorized on May 14, 2021.

The amount awarded to Elmira College was $1,185,890 to provide emergency financial aid grants to students. As of September 27, 2021, the total amount of ARP emergency financial aid grants distributed to students was $262,358.  The quarterly reporting total amount of grants distributed to students, covering the period of October 1, 2021 - December 31, 2022, was $231,024. The quarterly reporting total amount of grants distributed to students, covering the period of January 1, 2022 - March 31, 2022, was $430,975.

The estimated total number of students at the institution who were eligible to receive Emergency Financial Aid Grants to Students under the ARP program was 732.

As of September 27, 2021, the total number of students who received an emergency financial aid grant under the American Rescue Plan was 83. For the quarterly reporting period, October 1, 2021 - December 31, 2021, 149 students were awarded funding. For the quarterly reporting period, January 1, 2022 - March 31, 2021, 254 students were awarded funding.

Elmira College implemented an application process to determine which students could receive emergency financial aid grants. The application was emailed to all EC students with instructions on how to apply and the parameters for funding; it was also posted in the internal MyEC web portal. A committee was established to review applications and make decisions on funding requests. The selection committee reviewed all requests to determine student eligibility, prioritize students’ exceptional financial need, and verify that funding requests meets federal guidelines for eligibility. The maximum award amount set by Elmira College was the equivalent amount of a maximum PELL grant; however, approval amounts varied based on the student’s financial need as determined by their FAFSA and Expected Family Contribution (EFC). 

Elmira College provided the following instructions, directions, and guidance to students concerning the emergency financial aid grants (and is included on the application for funding):

Purpose

This student aid is intended to assist students attending Elmira College with emergency grant funding provided through the American Rescue Plan (ARP) Act’s Higher Education Emergency Relief Fund (HEERF). The ARP requires that institutions prioritize students with exceptional financial need, such as students who receive PELL grants or students who face significant unexpected expenses due to the coronavirus pandemic. ARP emergency grants can be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health), or child care. Students are asked for written (or electronic) consent if it is their request to have the grant funds applied directly to their Elmira College institutional account. 

Award Amount

Individual student aid awards, which vary depending on financial need, are intended as a one-time emergency aid scholarship to help students with costs related to the pandemic. The range of funding available and/or number of awards is based upon the number of qualified applicants and the amount of funding available. Students with exceptional financial need are prioritized in awarding these financial aid grants.

Eligibility Criteria

Students must complete an ARP Student Aid Application to request funding. Applicants must be Elmira College students who demonstrate financial need related to the coronavirus pandemic. Unlike previous HEERF funding, the ARP emergency aid is available to international students, students enrolled in the Deferred Action for Childhood Arrivals (DACA) program, and undocumented students with exceptional financial need.

CRRSA Act Funding

Elmira College signed and returned to the US Department of Education the Certification and Agreement for Emergency Financial Aid Grants to Students under the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act. Approval for federal funding was authorized on January 19, 2021.

The amount awarded to Elmira College was $458,931 to provide emergency financial aid grants to students.

As of March 12, 2021, the total amount of emergency financial aid grants distributed to students was $458,931. All CRRSA Act funds were expended on March 12, 2021.

The estimated total number of students at the institution who were eligible to receive Emergency Financial Aid Grants to Students under the CRRSA programs is approximately 705.

As of March 12, 2021, the total number of students who received an emergency financial aid grant under the Coronavirus Aid, Relief, and Economic Security (CARES) Act was 239.

Elmira College initially distributed approximately two-thirds of the CRRSA funds automatically to full- and part-time students receiving PELL grants as emergency grants. After the first distribution to students with exceptional financial need, students were then able to apply to receive financial aid grants from the remaining one-third of the funds. The application was emailed to all EC students with instructions on how to apply and the parameters for funding; it was also posted in the internal portal and on external website. A committee was established to review applications and make decisions on funding requests. The selection committee reviewed all requests to determine student eligibility, prioritized students’ exceptional financial need, and verified that funding requests met federal guidelines for eligibility. The maximum award amount set by Elmira College was the equivalent amount of a maximum PELL grant ($6,495); however, amounts varied based on the student’s financial need as determined by their FAFSA and Expected Family Contribution (EFC).

Elmira College has provided the following instructions, directions, and guidance to students concerning the emergency financial aid grants (and is included on the application for funding):

Purpose

CRRSA student aid is intended to assist students attending Elmira College with emergency grant funding. Unlike the CARES Act, CRRSA requires that students with exceptional financial need be prioritized, such as students who receive PELL grants. CRRSA financial aid grants can be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health), or child care. Students will be asked for written (or electronic) consent if it is their request to have the grant funds applied directly to their Elmira College institutional account. Funds must be used for pre-award costs incurred on or after December 27, 2020.

Individual student aid awards, which will vary depending on financial need, are intended as a one-time emergency aid scholarship to help students with costs related to the pandemic. The range of funding available and/or number of awards is based upon the number of qualified applicants and the amount of funding available. Students with exceptional financial need will be prioritized in awarding these financial aid grants.

Eligibility Criteria

Applicants must be Elmira College students who can demonstrate financial need, which is related to the coronavirus pandemic. International students, students enrolled in the Deferred Action for Childhood Arrivals (DACA) program, and undocumented students are not eligible for this funding.

CARES Act Emergency Funding

CARES Act emergency funding assisted Elmira College students with crisis situations and unexpected financial hardships due to the coronavirus pandemic. In compliance with the U.S. Department of Education, Elmira College acknowledges that:

Elmira College signed and returned to the US Department of Education the Certification and Agreement for Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act on April 16, 2020. Approval for federal funding was authorized on April 25, 2020.

The amount awarded to Elmira College was $458,931 to provide emergency financial aid grants to students.

From May 13, 2020 to September 30, 2020, the total amount of emergency financial aid grants distributed to students was $391,112. The quarterly reporting amount, covering the period of October 1, 2020 to December 31, 2020 was $39,355, bringing the total amount of emergency financial aid grants distributed to students to $430,467. FINAL:  As of March 12, 2021, all of the funding has been disbursed ($458,931).

The estimated total number of students at Elmira College who were eligible to participate in Title IV financial aid, and thus eligible to receive emergency financial aid grants to students is under the CARES Act, was approximately 725.

From May 13, 2020 to September 30, 2020, the total number of students who have received an emergency financial aid grant under Section 18004(a)(1) of the CARES Act was 185 students. For the quarterly reporting period of October 1, 2020 to December 31, 2020, there were an additional 18 students awarded funding, bringing the total number of students who have received an emergency financial aid grant to 203 students. FINAL:  As of March 12, 2021, there were 216 students awarded an emergency financial aid grant.

The application was emailed to all EC students with instructions on how to apply and parameters for funding (MUST be for expenses related to the disruption of campus operations due to coronavirus); it was also posted in our internal portal and on our external website. A committee was established to review applications and make decisions on funding requests. The selection committee reviewed all requests to determine student eligibility, prioritize student financial need, and verify that funding requests met federal guidelines for eligibility. The maximum award amount set by Elmira College was $5,000; however, depending on student financial need, any applications with requests exceeding the maximum award amount were handled on a case-by-case basis. If students were Title IV eligible, their request met federal guidelines for eligibility, and the amount requested was less than the maximum award amount, applications were approved by the selection committee.

Purpose

CARES Act emergency funding assists Elmira College students with crisis situations and unexpected financial hardships due to the coronavirus pandemic.  Eligible expenses include food, housing, course materials, technology, health care, child care, and other similar expenses that pose a pressing financial need to students specifically due to the disruption of campus operations from the coronavirus pandemic.  Funding may not be used to pay outstanding EC account balances.

Award Amount

Individual financial awards, which will vary depending on circumstances, are intended as a onetime emergency aid scholarship to help students persist in their studies.  The maximum award amount is $5,000; however, the range of funding and/or number of awards will be based upon the number of qualified applicants and the amount of funding available.  Any applications with award requests exceeding $5,000 will be handled on a case-by-case basis.  Depending on the nature of your funding request, you may be requested to provide documentation or receipts as proof to support your stated need.  By applying for funds, you certify that any awarded funds will only be used for the purposes stated in your application and that all information provided is true and correct. Please note that these awards may be taxable. 

Eligibility Criteria

Applicants must be Elmira College students who are or could be eligible to participate in Title IV federal student aid programs (U.S. citizens and non-citizens possessing a green card) and who demonstrate financial need related to the coronavirus pandemic.  There are a series of Y/N questions on the application that will determine your eligibility.  Please direct any questions to caresactaid@k8api.com.

 

COVID-19 Prevention

How to help prevent the spread of COVID-19 or other viruses:

  • WASH YOUR HANDS OFTEN, with soap and water, for at least 20 seconds
  • Avoid touching your eyes/nose/mouth with unwashed hands
  • Cover your cough/sneeze
  • Stay home/ in your room if you are feeling ill
  • Avoid close contact with anyone who is sick
  • Disinfect common areas that are touched frequently (door knobs, keyboard, phone)

What Should I do if I Feel Sick?

Students

If you are experiencing symptoms of acute respiratory illness, you should limit contact with others. You should immediately make an appointment with the Clarke Health Center office by calling (607) 735-1750 or emailing Director of Health Services, Rachel McEvoy '14, at rmcevoy@k8api.com.

Employees

Any employee who is experiencing symptoms of acute respiratory illness should refrain from coming to work until the symptoms have resolved. Employees who miss time at work should consult their immediate supervisor regarding the use of benefit time. Supervisors are asked to send employees home if they are exhibiting symptoms of acute respiratory illness. Employees experiencing symptoms are encouraged to contact their primary care provider or seek emergency treatment.
